Divide the requirement into 4 tasks: thermal coverage, sleep support, existing-bed outfitting, and sleep-environment or personal-hygiene support. One project may include several tasks, but each product category needs its own quantity, specification and packing basis. Answer 5 Questions Before Building the Item List

Do not start with a fixed relief kit. Answer these 5 questions first so each category can have its own quantity, specification, packing, and acceptance responsibility:

Where will people sleep, and what is already available?

List tents, schools or gyms, dormitories, and rooms with existing beds separately, together with the bed frames, mattresses, duvet inserts, and pillow inserts already available. This determines whether the project needs open coverage, enclosed sleep, floor support, raised bed spaces, or bed-surface textiles.

Choose a Product Route by Site Conditions

Start with where people will stay, what the site already has and what is missing. Then check service period, cleaning, maintenance and storage conditions. These are decision routes rather than fixed packages; the same site type may need a different configuration because of user count, floor conditions, space or management capacity.

1. Direct issue without fixed accommodation

Compare first: blankets, sleeping bags, poncho liners and compressed towels. Blankets provide quick open coverage and extra bed warmth; sleeping bags create a more complete personal sleep enclosure; poncho liners support wearable or open-flat use; compressed towels fit personal hygiene kits. For the RFQ, provide the user count, day and night conditions, carrying distance, allocation per person, expected service period and spare ratio instead of one unexplained total quantity.

3. Bed spaces inside tents or temporary shelters

Confirm the internal conditions first: folding beds provide a raised structure but require area, height, entrance, and stable ground; foam mattresses can be laid directly but require confirmation of thickness, folding or rolling, and packed volume; inflatable mattresses require inflation equipment, valve access, floor protection, and repacking. "Tent use" alone is not enough to select one route.

4. Shelters, dormitories or rooms with existing beds and mattresses

Compare first: bedding, blankets, mosquito nets and inflatable pillows. Bedding must fit the mattress, duvet insert and pillow insert; blankets add a cover layer; mosquito nets must match bed spaces and hanging points; inflatable pillows provide head support only. Provide actual dimensions in the RFQ rather than writing only "single bed" or "standard bed." This route also covers correctional facility, military and staff dormitory projects.

5. One order for several sites or destinations

Do not apply one configuration automatically: tent sites, indoor halls and shelters with existing beds may require different products. For each location, list user count, site type, available facilities, products, quantities and issue method. Then add label language, carton marks, carton-splitting rules and receiving batches to avoid reopening and reallocating goods after arrival.

Product Selection Boundaries That Are Often Confused

Folding bed, foam mattress, or inflatable mattress?

Decide the support method first: a folding bed creates a raised bed space, a foam mattress is laid directly without inflation, and an inflatable mattress forms a support layer through inflation. Compare floor and circulation conditions, deployed and packed volume, setup or inflation equipment, cleaning and repair, and recovery method separately. They cannot share one set of dimensions, packing, or acceptance criteria.

Does a compressed towel mean sterile or biodegradable?

No. "Compressed" describes the product form only. If the project requires sterility, a particular material or biodegradability, verify the expanded dimensions, material, packing, labels and required documents for the selected product.

Close 9 Procurement Risks Before Order

1. Catalog images do not equal delivered goods: All parameters must match approved samples and written specifications, do not judge products only by pictures.
2. Similar appearance does not mean same parameters: Even if products look similar, confirm material, GSM, thickness, structure and accessories separately for each category.
3. Performance claims require applicable test records: Temperature rating, waterproofing, flame retardancy and load-bearing claims follow corresponding standard test methods; third-party reports can be provided for bid use, official certifications coordinated per project with cost borne by buyer. Check claims against selected product, test method, report scope and applicable batch rather than verbal descriptions.
4. Sample-to-bulk inconsistency risk: Record the approved sample, written specification, components, colour, labels, packing and tolerances in the order documents. Agree third-party inspection scope, batch, sampling and report requirements in advance.
5. Emergency-order lead-time risk: Standard orders take 7-15 days, emergency orders receive production scheduling within 72 hours; final lead time is confirmed per contract based on product, quantity, configuration, customization, packing, sample approval and current production schedule. Delays are handled according to the cause, contract and written agreement.
6. Mixed category mismatch risk: Do not use one general "kit" specification for all products, confirm specifications, quantity and packing for each product category separately; confirm consumable and spare part ratios to avoid missing accessories. Note that manual/electric inflation pumps are paid accessories, not included standard with inflatable products unless explicitly stated in quotation.
7. Inconsistent quotation basis: Before comparing prices, align material, construction, dimensions, packing, testing, Incoterm and transport scope. A price difference alone does not prove a material or quality conclusion; avoid hidden fees for custom functions or accessories.
8. Multi-destination mixing risk: For orders shipping to multiple sites, confirm packing split, marks and documents per destination before production, avoid re-sorting after arrival.
9. Category confusion risk: Different product categories cannot share acceptance standards, confirm inspection items per product category; do not use single-use disposable products for repeated rotation projects.

How should health and safety requirements be confirmed?

Different products, uses and destinations may require different material restrictions, test items or documents. State the required standard, test method and report requirement in the RFQ. We will check the available specifications and documents for the selected product and confirm whether specified laboratory testing is needed before ordering. A blanket statement that "all products comply" cannot replace product-level verification.

Build an Executable Mixed Procurement List

Mixed procurement does not mean calling every product one "accommodation kit." Put different products into one checkable item list. Each line should contain one product, one quantity unit and its confirmation requirements so quotation, packing and receiving use the same basis.

1. Coverage and personal sleep: use user count, environment and issue method to choose blankets, sleeping bags or poncho liners; record specification, colour, labels, packing and approved-sample scope by product.
2. Bed space and bed-surface configuration: use bed-space count, existing facilities and spare allocation to choose bedding, folding beds, inflatable mattresses or inflatable pillows; record bed and insert dimensions, structure, accessories, deployment and repacking conditions separately.
3. Sleep environment and hygiene: use bed-space count, user count and service period to choose mosquito nets or compressed towels; record installation conditions, material, combination, unit packing and storage requirements separately.
4. Destination allocation: divide the selected products by user count, bed spaces and replenishment plan for each location, then define label language, carton-splitting rules, carton marks, packing lists and receiving batches; add 2-5% spare wearing parts per product category for long-term use projects.

The final list should use one product and one unit of measure per line and identify the applicable site or user group. Keeping only a total number of "accommodation kits" prevents quotation, sample approval, packing, issue and receiving counts from using one consistent basis.

Continue Planning Temporary Shelter, Sanitation and Water-Treatment Equipment: use the Emergency Survival Gear route when a settlement project also needs tents, sunshade space, portable toilets, shower facilities, wash points or source-water treatment. Accommodation supplies and site equipment may be quoted together, but specifications, quantities, samples, consumables and acceptance references remain separate.

Check 7 Items Before Quotation

The table above helps select a product route. This checklist turns that selection into information that can be used for quotation, sampling, packing and receiving. Checking the items in sequence makes omissions easier to identify than placing everything in one large table.

1. Item details: list the product link or name, quantity, unit of measure and intended use instead of providing only one combined total. The response should show each quoted item separately.
2. Site dimensions: do not treat "single bed" or "standard bed" as a fixed dimension. Provide mattress, insert and bed-frame dimensions plus hanging, inflation and storage conditions.
3. Issue and packing: state whether goods are issued by person, bed, kit or destination, and confirm label language, unit packing, carton marks, carton split and packing-list requirements.
4. Sample confirmation: different products, constructions, labels or packing requirements cannot automatically share one sample. State which product, construction, colour, label and packing details each sample must confirm.
5. Acceptance and documents: list dimensions, components, construction, labels, packing, inspection method and any project-specified standard or document by product so different items do not share one vague requirement.
6. Transport and delivery: provide transport mode, destination, Incoterm and split-delivery or multi-destination requirements. The quotation can then confirm cost scope, payment stages and delivery scope.
7. Colour and authorized artwork: provide the colour direction, legally authorized artwork, label language and barcode requirements before quotation so sampling, price and delivery arrangements can be assessed.

Commercial conditions to confirm before quotation: MOQ and lead time are evaluated by product, quantity, configuration, customization, packing, sample approval and current scheduling rather than fixed across all categories. Standard orders take 7-15 days, emergency orders receive production scheduling within 72 hours, final lead time confirmed per contract. We generally quote EXW, FOB or CIF; DDP is evaluated only for selected destinations. L/C payment is not accepted. Can colours, labels and packing be customized?

Customization can be assessed for the selected product and order. Custom functions including special sizes, logo printing, flame retardant, antibacterial treatment and special packaging are paid options. Provide the colour direction, authorized artwork, label language, barcode, unit packing, carton marks and destination-split requirements. The written quotation and approved sample define the final scope.

How can bulk goods be checked against approved samples?

Before ordering, lock the approved sample, written specification, components, colour, labels, packing and tolerances, and use the same revision across the order documents. Buyer-nominated third-party inspection can be arranged when scope, batch, sampling, schedule and report requirements are agreed in advance, with related costs paid by the buyer.

How should required certifications, tests or project documents be confirmed?

Provide the destination, selected product, intended use and the exact standard, test item or document name. We will check available specifications and documents for that product and their scope; all performance tests follow corresponding standard methods, third-party reports can be provided for bid use, official certifications coordinated per project with cost borne by buyer. If buyer-specified third-party testing is required, confirm the standard, sample, laboratory, cost and report requirements before testing.

What will we receive after submitting an RFQ?

When sufficient information is available, the response will list the matched scope, unit of measure, key specifications, missing information, and sample, packing, destination-split and acceptance items still to confirm. If several product routes are possible, their differences and confirmation conditions will be explained before itemized quotations are prepared. Enquiries receive a response within 24 hours; formal quotation timing depends on the products, quantity, customization, packing, transport and project-document requirements.

How are payment stages confirmed for a mixed order?

Orders use T/T. For customized orders, production is normally arranged after a 50% deposit, and the balance must be paid before shipment. The exact payment stages, beneficiary details, and applicable order scope follow the corresponding written quotation and contract. L/C payment is not accepted.

Do immediate-distribution and long-term stockpile projects require the same information?

Not entirely. Immediate-distribution projects normally confirm user count, site, per-person or per-bed configuration, packing and carton split first. Stockpile projects should also state the expected storage period, warehouse conditions, routine inspection, rotation or replenishment plan, and whether goods must be repacked after opening. Vacuum packed textile products (blankets, sleeping bags, bedding) typically store 3-5 years in dry, ventilated conditions away from direct sunlight; foam mattresses are not recommended for vacuum storage over 12 months to avoid permanent compression deformation. Storage and repacking requirements must be confirmed separately by product.

Can mixed orders be delivered in batches?

Yes. Split delivery schedules can be arranged per project urgency and site readiness. Confirm batch quantities, delivery dates, destination and document requirements for each batch in the contract; partial shipment fees and trade terms are confirmed per order.

Do you provide spare parts or repair kits for inflatable products?

Repair patches, spare valves, manual/electric inflation pumps and other wearing parts can be provided as paid accessories. We recommend 2-5% spare ratio for bulk repeated-use projects; confirm required quantity and type when placing order, they are not included as standard free accessories unless explicitly stated in quotation.
